Utah passes digital-provider safeguards
September 2020–May 2021 · Utah
On September 16, 2020, Nicholeen Peck spoke about EBSCO to the Judiciary Interim Committee. She was identified as president of the Worldwide Organization for Women and Utah Empowered Families Coalition. The committee voted 15–0, with one member absent, to open a bill file on access to pornography in schools. That allowed drafting; it did not change the law.

HB38, School Technology Amendments, was signed on March 16, 2021 and took effect May 5. It required digital resources bought or licensed by UETN for public school students to prevent and filter obscene or pornographic material. Providers could lose future payments after notice of noncompliance. The law set a 90-day compliance check and required annual reports of provider failures.
