Under Utah law, final findings of objective sensitive material trigger statewide removal when they come from at least three school districts, or two districts and five charter schools. This chapter follows how the count works, the notice and review steps, and the first titles added.

Once the count is met, the State Board must notify districts and charter schools within 10 school days. It may place the book on a public-meeting agenda within 60 days of that notice and vote to end the statewide requirement. Rule R277-628 gives a Board member 30 days after notification to request that review.
