January–August 2024; saved workbook July 6, 2026 · Utah statewide

Once the count is met, the State Board must notify districts and charter schools within 10 school days. It may place the book on a public-meeting agenda within 60 days of that notice and vote to end the statewide requirement. Rule R277-628 gives a Board member 30 days after notification to request that review.
On January 23, 2024, Rep. Ken Ivory presented H.B. 29 to the House Education Committee with Brooke Stephens and Gloria Vindas. The minutes identify Stephens with Utah Parents United. After one amendment, the committee recommended the bill, 10–2, with three absent. This was a step toward passage, not enactment.
On February 9, 2024, Ivory presented H.B. 29 to the Senate Education Committee with Stephens. The minutes list her as a citizen and spell her name "Stevens." A public-comment reading amendment failed, 2–4, with three absent. The committee recommended the substitute bill, 5–1, with three absent.
