BookLooks
BookLooks is a Florida rating project. On April 5, 2024, Stephens identified it as RatedBooks’ rating supplier. BookLooks stopped publishing March 23, 2025 and says it freely gave its reports to RatedBooks. Older BookLooks reports remain linked there.
Davis School District
District records document the Bible challenge, appeal and June 20, 2023 decision restoring the Bible to school libraries.
District committees review challenged books. Appeals can bring recommendations to the school board. The Bible appeal shows those steps; the Davis meeting collection follows other recommendations and votes.
National Book Rating Index (NBRI)
NBRI advertises library-list checks and catalog links. Its About page names S&S Apps LLC as its operator. RatedBooks credits S&S Apps and RatedBooks for the rating methods. These offers do not identify districts that bought them.
Inventory screening compares a library’s list with index reports. Advertised catalog links would let parents choose checkout limits by rating. Brooke demonstrated a $100-per-library review in June 2026; that was the price quoted then.
Pavement Education Project
RatedBooks’ October 2025 and April 2026 rating-scale PDFs credit Pavement Education Project with RatedBooks.org.
The partnership page brings together book-content reports, ratings, and school-location searches, including locations in North Carolina.
RatedBooks.org
Aaron Stephens, Brooke’s husband, created the RatedBooks.org website.
The RatedBooks.org nonprofit corporation was formed in Utah on May 16, 2025. Its filing names Brooke Stephens, Amy Bruner, Rene McCurdie, Kimberly Fletcher and Janet Peterson as officers or directors.
RatedBooks publishes content reports and school-location lists. Readers can find a title, check its report and locate school copies. Brooke’s March 2025 tutorial shows those steps and how to file a challenge.
S&S Apps / Amplify USA
S&S Apps formed in California on January 24, 2018 and registered as an out-of-state LLC in New Jersey on August 21, 2020, entity 0600468934. Its New Jersey filing (PDF, page 2) states its business purpose as “Online Delivery of K-12 Curricula: World Language Reading & Sex Education.”
Brooke and Aaron Stephens co-founded S&S Apps, which makes Amplify USA. The app offers organization contacts, school-board and government lookup, and advocacy alerts. Utah Parents United used it in January 2024 to urge emails to State Board members.
California filings name Aaron Stephens and Brooke Stephens as members of S&S Apps. The company also operates NBRI and owns StoryLabs.
StoryLabs
Before the book-rating work, Brooke and Aaron marketed classroom software to language teachers. The March 2018 CLTA program (PDF, page 8) schedules both as presenters of “Collaborative Libraries for Cultural Proficiency,” demonstrating their Resource Queue lesson-planning app. At ACTFL’s 2019 LaunchPad, StoryLabs was one of five presenting startups. The organizer names Brooke as co-founder and describes teachers distributing readings, students using web and smartphone access, and teachers tracking reading progress.
S&S Apps owns StoryLabs, as its trademark registration records. Brooke wears a StoryLabs name tag in the May 2022 LaVerna in the Library recording.
StoryLabs sells access to digital curricula, including language learning and HEART sex education, plus Amplify subscriptions. StoryLabs describes its platform and co-founders.
HEART (Health Education and Relationship Training) is a sex-education curriculum offered through StoryLabs. Its 2020 curriculum names Brooke on its advisory board and identifies StoryLabs, a service of S&S Apps, as its digital learning platform.

In a May 7, 2022 LaVerna in the Library recording, Stephens says she is on the Utah Parents United board.
Brooke’s 2021 library-search tutorials and 2025 challenge tutorial show her work locating school books and helping parents request reviews. UPU calls Empowered Parents its sister organization.
The IRS Utah file checked October 3, 2026 still lists “c/o Brooke Wentzel Stephens” for Utah Parents United (EIN 86-2759097). Utah State Board of Education
The Board approved the school-library procurement review documented in Green’s timeline. The timeline links meeting records, proposals and email correspondence.
The State Board sets education rules and votes on review plans and instructional-material reports. These records cover Green’s procurement-review plan and the 2022 instructional-materials review.
