What happens after a statewide removal?

Rasmussen’s reply
The Board may review whether a book should be removed from use statewide within 60 days after the threshold number of LEAs is met. See, Utah Code Ann. § 53G-10-103(7)(d). If the Board doesn’t reverse the decision at that time, my understanding is that the decision is final and there is no current process to revisit the matter.

Parent’s question, September 17, 2026
And more specifically, if one or more LEAs later revisit and reverse an objective-sensitive-material determination, causing titles to no longer meet the statewide threshold, what happens next?
- Does USBE recalculate whether the book still meets the statewide removal threshold?
- What if my district was not part of the original decision?
- If the book no longer meets the threshold, does the statewide removal automatically end?
- Who decides whether to lift the statewide removal?
- If the removal is lifted, how are school districts notified?
- Can a school district purchase the book again and return it to student access?
- If there is no process for later review, does a statewide removal stay in place indefinitely?

Two different timing steps
Rasmussen’s first sentence summarizes the initial review window. The law allows the Board to place a book on an agenda within 60 days after state notice to schools. The rule gives a board member 30 days after notice to request that agenda item. These are different steps.
