At the October 1 meeting the Board voted to leave the EBSCO K-12 system off and not available until further research could be done to assure that the students are safe in this type of environment and also to research current tools that are out there to make sure we don’t have this issue in those other products that we have discussed. Ray Timothy-shared with the Board what UETN’s role is and how seriously they take the complaints that came in regarding this topic. Ray also shared that based on the measures taken he felt very comfortable with turning EBSCO back on. Tami reiterated that the information Karen Varner made during her public comments could not have been found through the K-12 portal as it was shut down. Tami also asked if students in public schools are required to use EBSCO? The answer is no-they have a choice and EBSCO is not the sole source. Sydnee also asked the question regarding access to EBSCO-it can be reached directly through other ways, not always through the UEN portal. Rick shared that EBSCO is a database that aggregates other materials and resources. Ray also brought up the point that if a parent had access to the public library link, the student could get access to that portal by using the parent’s link. Schools and home access will have different levels of monitoring. Mike confirmed that there is training at the school level and the library level. David thanked the UEN staff for all that they have done. He shared that he is one of the trainers regarding this information and that filtering can only do so much, it also needs to continue at the home level. Ray brought the discussion to a close and recapped all of the information shared above. Colleen made a motion to reinstate EBSCO immediately on the UEN K-12 website. An amendment was made to the motion to add the monthly monitoring by the UEN Advisory Council. Ray asked that a counter motion be made to better address the issues. Ray moved and Sydnee seconded that the Governing Board reinstate the links to Utah’s EBSCO K-12 databases with additional restrictions in place. Re-activate the Utah Online Library Committee, to review any issues concerning all databases that are being used (e.g. EBSCO, World Book, Gale.). This committee may include membership from: UETN Board Member; Chair or Online Library Committee; Librarians; Parents. Ensure measures are in place that will help prevent future issue from recurring. Examples of these measures include: new filtering software that searches titles, keywords, and full text of journals in the database, restricting journals in the K-12 instance to those that are age appropriate, and working closely with public, K-12 and academic library constituents. If any future incident of pornographic material is reported to UETN, UETN staff will take immediate action to verify and immediately remove the offending material from the K-12 instance or if unable will immediately disable access to the K-12 EBSCO database until it can be resolved.
