The local records document distinct organizations sharing named people, promoting or distributing one another’s materials, and participating in specific advocacy activities. They also document specific payments. They do not establish that these organizations are one legal entity, that one controls the whole network, or that Hope of Utah’s state funding reached RatedBooks.
Prepared 2026-10-04 from preserved local records. The packet contains 54 inventory entries, 109 relationship rows, 59 dated people-role rows, 36 money rows, 21 information-flow rows and 23 artifact comparisons. Inventory entries include products, public bodies and unresolved source labels; they are not a count of verified corporations.

StoryLabs and NBRI are documented products/sites, not independently established corporations. The RatedBooks website predates the 2025 nonprofit. Open entity_inventory.md
The known 2024 Utah leadership team is kept separate from proof of the Utah corporation formedOctober 9, 2025. Different office addresses at different dates may reflect moves; the map does not treat those differences as contradictions by themselves. National MFA and Action both appear at the same Branson mailing address in different dated records, so the city cannot resolve an ambiguous payee. National MFA grantee record; Action record
The table below summarizes the dated role records. A repeated person does not establish simultaneous service, institutional succession or coordinated decisions. Open people.csv

No verified transaction in this packet allocates Hope money to RatedBooks, EP, UPU or S&S Apps. The local annual return leaves recipients unnamed. That is an evidence gap, not proof no transfer happened.
UPU’s 2022 challenge instructions use RatedBooks reports and maps and refer readers to a StoryLabs offer. Its 2023 app notice promotes an EP calendar using a StoryLabs link. Utah MFA’s resources page gives StoryLabs class code utmfa. RatedBooks’ Rating Teams page refers readers to BookLook.info, Take Back the Classroom and Screen It First. These are specific published routes, not evidence that every intended recipient received or used the material. Open information_flow.csv
The UCC post documents a request for support for a UPU-prepared HB29 letter. Shared signatures on other handouts establish shared public support only. UPU’s 2024 voter newsletter says it “teamed up with AmplifyUSA” for school-board candidate research. A preserved April 25, 2024 app notice reproduces “MOMS FOR AMERICA ACTION UTAH” endorsements and links the national Action page; its sender UUID and the Utah legal counterpart remain unresolved. Stephens’August 2025 email uses an utahmomsforamerica.com address to distribute book-content findings to officials. The thread does not confirm auditor contact. Separately, OLAG’s report states it used the RatedBooks list via an unnamed legislator. In 2026 a survey draft naming RatedBooks moved from Mike Green to Emily Green and into staff-formatted backup; those emails do not identify the original writer or show Stephens supplied the draft. The independent artifact pass found 12/14 byte-identical paired BookLooks/RatedBooks PDFs, three DSD workbook/instruction recaptures with equal extracted content but different bytes, and Word/PDF survey versions retaining the same RatedBooks example. These do not prove common authorship. Open artifact_matches.csv
Common control; UPU ownership of RatedBooks; nonprofit ownership of S&S Apps; a legally defined UPU–EP sister relationship; national ownership of the Utah MFA corporation; Hope funding its named rating affiliates; shared subscriber lists; and a verified Utah Parents for Education entity are not established by the reviewed records. Specific conflicts, source corrections and unreviewed leads are retained in Open unresolved_questions.md.
Cataloged 142,794 files. Queried the existing two local full-text indexes read-only, recording 243,822 organization-name occurrences across 11,072 indexed paths, plus 12,653 people-name occurrences across 2,915 indexed paths. Counts include duplicated captures, long machine data and earlier notes. They do not count independent sources. The indexes were last modifiedOctober 3, 2026.
This is a source-checked map of the inspected evidence, not an exhaustive manual review of all 142,794 files. Existing OCR and transcripts were searched; unextracted/image-only records and recordings can contain missed evidence. The previousSeptember 29 packet was used to locate sources and to preserve unreviewed leads, not copied as proof. The dossier’s UPU-incorporator, PAC-inactivity and EP-President-column errors were corrected using the underlying records. No live status verification or external publishing was performed.
